Believe us: NO INTEREST TO BE A MEMBER OF ANY COMMITTEE

By this time, 2nd CWC of the association is over. Those learned friends who have attended the meeting might have come up with the ideas to improve the prospects of the cadre. Those who were not part of this meeting, like us, will be thrilled and start posing their ideas through tweets. This will be surely without a proper mechanism and a ludicrous assessment to degrade others. They will definitely say the GS has done other blunder by accepting this or that. I am giving a bet that no one is going to be happy because of our persistent ambitions. Punjab Circle has not attended the meeting not due to the reason that we failed to manage but we took last minute decision after reading comments on Odisha blog that it is a blunder on the part of GS to nominate CS Punjab as a member of a committee to look into promotional prospects of IPs. Truly speaking Punjab CS has no interest to be a member of any committee .It is our humble request to GS to nominate CS Odisha for the purpose who is intelligent, sober and have leadership qualities that Punjab do not have. Punjabis are otherwise brave enough to fight for their rights.
Now do not blame Punjab wing of the Association and pardon us as it may suite someone and may not to others but it is fact that in the near future we are again planning to file CAT case on the following issues:
How and why there is partial implementation of the Postmaster cadre Notification by our Directorate? When the department has identified the Post Offices for posting Grade-I, II & III officials and also issued posting orders, then why this has not been done in case of Sr. Postmaster. In the said Notification, it has been clearly mentioned that 29 post of Sr. Postmaster out of 52 are to be filled from General line officials then how the General line officials have been posted as SPOs, that too without any requisite training? Moreover 87 post of Sr. Postmaster should be filled from the officials come up through LDCE of IP cadre by bifurcating the 165 point roster earmarked for LDCE.
The second demand will be that there should not be any effect on 649 posts earmarked for Seniority cum fitness, in case any attempt to change in recruitment rules takes place.
As regards merger of IP/ASP is concerned we should not text anything to Directorate and decision should only be taken after the outcome of the CAT case on GP issue that is likely to be received very soon.

MAIN ISSUE BEFORE CWC

One thing is certain: the IP GP issue is being scrutinized by our members very closely and it should be because all are concerned about its impact. I am sure it is in the forefront of their minds as well. Everybody knows what it means and how difficult it is for us to obtain. Always crisis or problem exists when a barrier prohibits in achieving a goal. In order to make the problem solving method easier we can divide the solving method in different stages. At least for now we should leave this issue for discussion in the Patna CWC. Moreover it is at the final stage in the Hon'ble court of Law and we should wait for its outcome. I do not think that our directorate will be able to solve it even if the proposal to surrender the Gazetted status as offered by GS is given because no one in the Directorate is serious about solving our problems. It is not easy to get higher GP from our Directorate. So CAT case is the hope. Moreover merger of IP & ASP under nomenclature of ASP as proposed by GS is not possible without approval of Ministry of DOPT and Finance because:
ü  Recruitment rules for ASPs are not available. First, these will have to be framed. However, ASPs can be possibly merged to IPs after withdrawing Gazetted status under the nomenclature of Inspector Posts.
ü  Before this merger ,the approval of DOPT will be required to withdraw the Gazatted status where financial implications will have to be chalked out afresh. It will have to be seen who will dare to own responsibility when the question of granting Bonus to ASPs on merger will arise.
ü  Direct recruitment element has to be worked out afresh owing to merger of two cadres.

CCL IS NOT MATTER OF RIGHT

Sub: Sanction of Child Care Leave: Instructions regarding
Consequent upon the implementation of 6th CPC, Child Care Leave to Women Employees of the Central Govt. was introduced w.e.f. 1st September 2008 vide DoP&T OM No.13018/2/2008-Estt.(L) dated 18-11-2008.
2. DoP&T vide their OM No.13018/2/2008-Estt(L) dated 18-11-2008 have further clarified on the subject that Child Care Leave for women employees is meant to facilitate them in taking care of their children at the time of need. However, it should not disrupt the functioning of Central Govt. Offices. It was further clarified by DoP&T that CCL cannot be demanded as a matter of right and under no circumstances can any employee proceed on CCL without prior approval of leave by the leave sanctioning authority.
3. Instances have come to the notice of this HQrs office, where CCL has been used as a means to dodge unpalatable postings or to avoid functioning in a specific office/section and even to proceed abroad, rather than for the purpose for which CCL was introduced. This goes against the spirit of the Govt. orders on the subject. There have also been instances where even IDAS officers have left their offices ‘in anticipation" of sanction of the CCL.
4. In view of the above, it is requested to all PCsDA/CsDA that the cases of CCL granted to the employees under their jurisdiction may please be reviewed and ensured that the CCL has been genuinely granted for the purpose for which it is meant. It may also be impressed upon all concerned that proceeding on CCL without sanction constitutes misconduct and will invite disciplinary proceedings against the official concerned.
This issues with the approval of CGDA.
